Rules, legislation and paperwork in commerce

Education announcement, subject exam, journeyman certificate, and certificates you may encounter.

Trade education is not an authorized profession in the same way as, for example, electrician or sewer fitter — you are allowed to work with sales, procurement and logistics without a legally required authorization. But there is still a regulatory basis behind the education itself, and in working life you encounter laws and documents you should be able to handle. Here is the overview.

§The education announcement sets the framework.

Like all vocational apprenticeships, the commercial apprenticeship is regulated by a training order issued by the Ministry of Children and Education. It sets the apprenticeship's objectives, specialties, competencies and exams. Behind the subject matter is a professional committee that continuously adjusts what you should learn so the apprenticeship keeps up with the industry.

§The trade exam and the journeyman's certificate.

The education ends with a final test — a trade test — where you demonstrate that you can use what you have learned in a practical task from your own workplace. If you pass you receive proof that you are qualified in your speciality. This is the document employers and collective agreements read when they determine your terms.

§Rules you work within

In a commercial trade you encounter a number of rule sets, depending on which specialty you choose. You do not need to know them by heart, but you need to know when they apply and where to look them up.

  • 01Purchase Act and contract law — what applies to purchase, sale and complaint
  • 02Marketing rules — what can you promise customers
  • 03Data Protection (GDPR) — handling of customer and personal data
  • 04Customs and VAT rules — especially with import export and B2B trade
  • 05Bookkeeping and accounting rules — documentation and evidence must be in order

§Certificates and licences that may become relevant

The retail qualification itself does not require a specific certificate to become qualified but depending on specialisation and workplace certain qualifications may be necessary. If you choose logistics and come close to the warehouse a truck certificate may be a requirement to operate a forklift. If you work with transport and delivery a licence for the relevant vehicle categories may be necessary. Always check the requirements at the specific workplace.

§Stick to the applicable rules

Legislation changes. The safe source of what applies now is the current educational decree and the official authorities — not an old folder in the warehouse. If you are in doubt, ask your school or your professional association.
