CE marking and the recreational craft directive: what the boat mechanic should know

Design categories responsibility and what you are allowed to change on a CE-marked boat

Almost all new recreational boats sold in the EU must be CE-marked. For the boat mechanic it is not just a sticker – it is a guarantee that the boat is built and equipped to handle certain conditions, and it has direct bearing on what you may and may not change on the boat.

§Recreational Craft Directive 2013/53/EU

The CE marking of recreational craft is regulated by the EU's recreational craft directive 2013/53/EU which replaced an earlier directive from 1994. The directive sets safety and environmental requirements for new recreational craft and personal watercraft marketed in the EU and it is the manufacturer's responsibility to document that the requirements are met before the boat is CE marked.

§Design categories A to D

A key part of CE marking is the boat's design category, which tells what conditions the boat is built to handle — not where it may sail, but what it is designed to withstand.

§The role of the Danish Maritime Authority

In Denmark it is the Traffic Authority (Transport Building and Housing Authority) that supervises Part-145 workshops and Part-147 schools and approves applications and renewals of Part-66 authorizations. TEC's aviation technician education is approved by the Traffic Authority as a Part-147 school.

§What does it mean for the boat mechanic?

When you repair or rebuild a CE-marked boat you may end up changing something important to the original marking — for example if you install a more powerful motor than the boat is approved for change the buoyancy distribution substantially or rebuild the hull. Major rebuilds can in practice make the boat a 'new' vessel marking-wise with demands for new assessment. That's why you should always know the boat's papers and think carefully before making changes beyond normal service and repair.
