Asbestos: dusty and dust-free work
How the rules distinguish based on how much dust the work produces
The danger with fine work is not the acute accident but the small strains that pile up over time. You sit a lot, often in the same position, and make precise hand movements. It can affect your neck, shoulders, and wrists if you don't set up sensibly.
§From indoor/outdoor to dusty/dust-free
Previously, people primarily distinguished between indoor and outdoor asbestos work. The regulations now emphasize how dusty the work is: work that releases many fibres requires more and stricter precautions than work that releases only a few. This distinction better matches what actually determines the risk, namely fibre release.

§Precautions are stepped up with dust quantity
The dustier the work is, the more comprehensive the measures must be. With low dust work basic protection and careful methods can be sufficient, while dusty work can require screened areas, negative pressure, airlocks, more efficient extraction and stronger respiratory protection. The principle is the same all the way: choose the least dusty method and adjust protection to the fiber release that remains.
§Notification and planning
Certain forms of asbestos work must be reported to the Danish Working Environment Authority before they begin and there may be requirements for a written work plan for how the work is carried out safely. Whether a work is reportable and what requirements apply depends among other things on how dusty it is. This is clarified in the applicable rules before work begins — not during.
§Recording at fixed workplaces
If a building is used as a permanent workplace, there is a duty to keep track of asbestos-containing materials in the building when they are damaged or otherwise can expose someone to asbestos dust. The purpose is so that both employees and tradespeople who work in the building later know where the asbestos is so they do not accidentally work on it.

The shift to looking at dust quantity shifts focus to what the individual has influence on: the method choice. Someone who chooses to take a plate off completely instead of grinding it, and to dampen instead of working dry, actually makes the work less dangerous — for themselves and for everyone around.
