The Authorisation System and KLS Requirement (Quality Management System) are the Cornerstones of the Danish Electrical Installation Regime. Here are the Requirements, Documents and Consequences of Non-Compliance — with Precise References to BEK 722 and 725 from 2024.
Introduction
To carry out electrical installation work on others' systems in Denmark requires authorisation — and with it comes the duty of a functioning quality management system (KLS). The rules are collected in two regulations from June 2024.
Autorisation (BEK 722/2024)
Authorisation is granted to the company, not to the individual electrician. At its core is the responsible person (fagligt ansvarlig), who is attached to the company:
- 01The responsible person must be attached to the company for at least 30 hours a week within normal business hours (BEK 722 § 9).
- 02The responsible person must ensure that the tasks are correctly staffed, that employees are adequately instructed and that adequate supervision of the work is carried out (BEK 722 § 10).
- 03The company must have an approved responsible person to obtain authorisation (Authorisation Act § 9).
- 04If the company gets a new responsible person, or the responsible person leaves, the authority must be notified immediately (Authorisation Act § 19).
KLS — quality management system (BEK 725/2024)
All authorized electrical contractors must have an approved KLS. KLS is the company's documented system to ensure that work is carried out professionally correctly and in accordance with regulations.
- 01KLS approval is valid for 2 years — after which external audit must be conducted.
- 02Deviations identified in audit must be closed within 6 months.
- 03If the KLS approval is withdrawn, the company loses authorization.
What must the KLS folder contain?
- 01Company data and CVR number.
- 02Organization plan and competence distribution (who does what).
- 03Procedures for staffing, instruction, supervision and final inspection.
- 04System for management evaluation and deviation handling.
- 05Documentation of completed verification (reports and final check lists).
