In February 2025, the parties agreed on a new upper secondary programme, EPX. EUX, GF1, the two-year HF and Year 10 are to be abolished as independent options, and the ambition is for the first students to start in August 2030. Here is what the agreement says, what it does not say and what applies today.
Introduction
The agreement on a new vocational and professionally oriented upper secondary programme (EPX) was concluded on 18 February 2025. It is a political agreement, not a law. Until a law has been passed, today's rules apply unchanged.
It says so in the agreement
- 01Two-year hf, eux and GF1 are abolished as separate offers and replaced by EPX (item 1.13).
- 0210th grade is abolished as a stand-alone option (item 3.1).
- 03GF2 is shortened from 20 to 12 school weeks for students with a qualification giving access to higher education, e.g. an upper secondary school leaving exam (point 7.3).
- 04The ambition is for the first students to start EPX in August 2030 (item 8.10).
GF+ today
GF+ is a basic course plus of 10 school weeks that can come before part 2 of the basic course. GF1 is 20 school weeks and GF2 up to 20. The table shows how many have started:

What you need to know now
If you are in Year 9 today, the rules are the same as before: basic course (GF1 and GF2), training agreement and main programme, or EUX if your school offers it. EPX will affect students who start in 2030 at the earliest.
New in October 2026
- 012 October 2026: The government, the social partners and the schools agreed on five principles for a new dimensioning model — that is, how many students may be admitted to certain programmes. The parameters will be the transition rate and the unemployment rate, and the previous model parameter will be dropped. The model will be finalised after consultation of the Council for Basic Vocational Education and Training (REU).
- 021 October 2026: Special educational support (SPS), e.g. aids and support lessons for dyslexia or ADHD, can now follow the student from one programme to the next without a new application.
