Although you do not need personal authorisation to sew clothes — as an electrician or plumber does to work legally — clothing craftsperson is still a tightly regulated qualification. The rules are about what you must learn how you are tested and what your certificate is worth.
§The education announcement.
Content and requirements of the training are set out in a training ordinance issued by the Ministry of Children and Education. It describes goals, subjects, duration and test forms. The ordinances are updated periodically so it is always the current version that counts — not an old version you happen to come across.

§The journeyman's exam and the journeyman certificate
The education ends with a journeyman test where you show that you master the trade — from pattern and design to the finished sewing. If you pass you receive your journeyman certificate which is the official proof that you are qualified. It is your journeyman certificate that opens doors in the job market and gives access to further education.
Certificates along the way
Depending on your workplace and the machines you work with, you may encounter requirements for smaller certificates or instructions — for example, in the safe use of certain equipment. These are not profession-specific authorizations, but practical proof that you are allowed and able to operate the equipment safely.
