Since 1 January 2025, heavy lorries have paid a road toll for every kilometre on the toll roads. Here are the rules: who pays, how the kilometres are counted, the rates by CO2 class and weight, the difference between OBU and route ticket, and what it costs to drive without.
Introduction
Since 1 January 2025 motor vehicles for goods transport with a technically permissible total weight of 12,000 kg or more pay a charge for every kilometre on the road segments listed in annex 1 of the Road Charges Act — approx. 10,900 km, mostly state roads and parts of the municipal network. At the same time the Eurovignette stopped applying in Denmark. The rate depends on the vehicle's CO2 emission class (1-5, where 5 is zero emission) and weight class. If you drive on a tolled segment in a low-emission zone that is neither motorway nor part of the trans-European network, a surcharge is added. If the same segment is driven several times within 24 hours without driving on other tolled segments in between, it counts only once.
Some vehicles are exempt: vehicles of the armed forces and the state rescue service, the police and the road authorities, as well as fire and rescue vehicles used only for emergency call-outs. It is a condition that you can see from the outside what the vehicle is used for (LBK 647/2025, § 1(2)-(3)). If both an owner and a user are registered, they are both liable for the toll (§ 3).
How the kilometres are counted
- 01If you only cross a toll road without driving along it, you do not have to pay (§ 4(4)).
- 02If you enter the same road segment several times within 24 hours without driving on other toll segments in between, it only counts once (§ 4(5)).
- 03The low-emission zone surcharge only applies on segments in a low-emission zone that are neither motorway nor part of the trans-European road network (TEN-T) (§ 4(6)).

The figures are DKK per km under LBK no. 647 of 28/05/2025 § 5(1); the figure in brackets is the low-emission zone surcharge under § 5(2). The charge is collected by Sund & Bælt Holding A/S via on-board equipment from an EETS provider or a route ticket, which must be bought before driving on the tolled network begins (§§ 6-8). Enforcement is digital, so the vehicle is not stopped. If documentation of weight and CO2 class is missing when buying a route ticket, the vehicle is placed in the heaviest weight class and CO2 class 1 (§ 8(7)).
