Three figures for one house

What each figure is
Built-up area is the area the house covers on the plot. Total building area is the floor areas added together — the house has one storey, so it is the same figure. Residential area is the part that is housing. Basement and used attic have their own fields.
What the register does not say
116 − 95 = 21 m² of the floor area is not residential. BBR does not say what the 21 m² are; you have to see that on site. Use the area the task is about, and write which one.
