A checklist for passenger safety: emergency equipment and emergency exits, securing of wheelchairs, standing places and safe boarding and alighting.
Introduction
Passengers are the driver's responsibility from the moment they board until they are safely off. This checklist gathers the most important points — adapt it to the specific bus and type of service.
Emergency equipment & exits
- 01The fire extinguisher is in place, sealed and inspected; the first-aid dressing kit (required for tour services and on routes of at least 150 km) is complete.
- 02Emergency hammers/glass breakers are in their holders and visible.
- 03Emergency exits and emergency handles are clear, marked and operable.
| Equipment | Requirement | Source |
|---|---|---|
| Fire extinguisher | At least one by the driver's seat in all buses (M2 and M3). A double-decker must also have one on the upper deck. It must be unlocked and easy for the driver to reach | Executive Order (BEK) 1484/2025, §§ 22-23 |
| Fire extinguisher rating | Approved, marked and checked under DS 2320 or DS/EN 3 and at least rating 5 A, 34 B. In a bus for more than 19 people, at least rating 13 A, 89 B | Executive Order (BEK) 1484/2025, § 24 |
| First-aid dressing kit | Mandatory on bus services other than regular services and on routes of at least 150 km including ferry crossings. Contents: 4 triangular bandages, 4 small and 4 large compress bandages, 6 gauze compresses of 7.5 × 15 cm, 10 plasters, 1 strong angled pair of scissors and 1 short first-aid guide | Executive Order (BEK) 1487/2007, § 5 |
| The driver's seat area | Passengers must not stay by the driver's seat while driving, and the area must be marked with a line or a colour in the floor | Executive Order (BEK) 1487/2007, § 4 |
| Emergency exits | Must not be blocked by luggage or similar | Executive Order (BEK) 1487/2007, § 4(2) |
While driving
- 01Wheelchairs are secured with a 4-point lashing, and the passenger wears a seatbelt where required.
- 02The approved number of passengers is respected — do not overfill the cabin. In a city bus and in a regular-service bus with at least 20 % standing places, children aged 4 and under are not counted, and 3 children aged 5-12 count as 2 adults (Executive Order 1487/2007 § 3).
- 03Children aged 3 and over who are under 135 cm use a seat belt or approved safety equipment where the seat has it (Road Traffic Act, § 80 a(4)). The driver must ensure this, but the minister can exempt bus drivers fully or partly (§ 80(4) and § 80 a(6)).
- 04Prams and luggage are stowed securely and do not block the aisle or emergency exits.
