The rules for truck certificates A and B are anchored in BEK no. 1978 of 27/10/2021 on working environment professional education (attachment 2). It has superseded the older BEK 1088/2011 and BEK 1346/2017 and has since been amended by BEK 358/2023, BEK 1869/2023, BEK 505/2024, BEK 728/2024 and BEK 773/2025. Introduction
The requirement for truck certificate A and B is rooted in the orders on work environment professional education. If you obtained a certificate under an earlier set of rules, it is still valid — but the current basis for new certificates is a different order than many older course materials state.
The applicable regulation
The regulation has been changed several times since it came into force. The relevant amendment regulations as of June 2026 are:

Because the regulation has been changed continuously you should always use the Labour Authority's compilation as current reference rather than a specific BEK number in a printed course folder.
The older regulations

- 02BEK no. 1346 of 29/11/2017 — mentioned in BFA's exam basis guidance, but is no longer the primary reference.
- 03Certificates issued under the earlier regulations remain valid (transitional provision).
