From 15 December 2025 and 1 January 2026 a new consolidated AT guidance on construction work came into force. It replaces among other things the old AT guidance B.3.2 on the installation and use of scaffolding. Here is what you as a scaffold erector need to know about the changes.
Introduction
In December 2025, the Danish Working Environment Authority published 14 new consolidated guidelines on building and construction work. 12 of them came into force on 15 December 2025, the remainder on 1 January 2026. The guidelines consolidate and replace a long series of older, scattered Danish WEA guidelines — including the guidance that was previously the primary reference for the scaffolding industry: WEA guidance B.3.2 'Installation and use of scaffolding' (Jan. 2006, 2nd edition June 2008).
What is the background?
The Labour Authority initiated work to modernize and consolidate the guidance to remove contradictions and outdated language. Many of the old guides dated from the 2000s and were difficult to use in practice because the rules spread across many different documents. The new structure consolidates the central requirements in one unified document that is coordinated with current regulations.
What remains unchanged?
The very regulations which form the legally binding basis have not changed. That is the requirements for:
- 01Collective fall protection during erection, alteration and dismantling (BEK no. 2107/2021, § on collective fall protection)
- 02Uddannelseskrav — AMU 22352 for opstilling over 3 m (BEK nr. 1978/2021 Bilag 11, ændret ved BEK nr. 728/2024)
- 03Guardrail where the fall height exceeds 2 m (BEK on technical equipment §93)
- 04Marking of scaffolds over 2 m (green/red sign)
- 05Inspection on setup, after modification and after severe wind/weather (+ ongoing at company's own KS-set interval — there is no fixed legally mandated daily interval in DK).
…all remain unchanged. Only the guidance interpreting the rules has changed in form and placement.
Important change: scaffolding placement at overhang
In connection with the new guideline coming into force, there was a concrete and important change: the formulations about the placement of the scaffolding in relation to projections on the building's facade were removed immediately before the guideline came into force. The reason was pressure from DI Construction and the scaffolding industry, which argued that the proposed requirements would be disproportionate and impossible to comply with in practice on many older buildings.
